PRESENTATION OF THE SESSION

The question of development and the improvement of living conditions and the living environment of populations is at the heart of public action both at the level of the central state and at the level of local authorities. For a long time, these communities were more concerned with the organization of infrastructure and equipment to provide people with access to basic services. But the rise in social demands, particularly from young people, for access to jobs and income is leading most communities to take an increasing interest in how to promote economic activities in their territory. Some States make local economic development a component of their national development policy. This is in line with the desire to see local and regional authorities support the central government in promoting development. In this perspective, it is expected that decentralization will translate into greater involvement of local and regional authorities in promoting activities and employment in the economic field.
