PRESENTATION OF THE SESSION

Local economic development turned into a key policy for local governments to improve living conditions of their citizens. The achievement of objective 8, 10 and 11 is directly related with this local policy. In order to meet an internal demand of its members, UCLG created an Economic Development Committee that promotes knowledge, develops an advocacy work for LED policies, creates synergies and promotes exchange and peer-to-peer learning for local and regional governments. The last edition of Led World Forum took place in Cape Verde (Africa) in 2017 and acknowledged “the key role of LRG and cities, and their associations in the leadership, building and driving of DEL efficient and inclusive processes” The African say highlighted decentralization processes and the potential of triangular cooperation to study, define, support and strengthen local policies tailored to the African context in order to allow African LRG to face the challenges of the development of their cities and territories.   The session starts with a general presentation of the Chairperson followed by an exchange panel with 5 speakers dealing the key issues related with the objectives:
  1. What are the characteristics, weaknesses, strengths of the local governments, in the African context, to address local economic development policies?
  2. Which should be the role of local government in Africa on this issue?
  3. What are the existing mechanisms of articulation between the administrations, what are the success models and how to promote major capacity building for LRG on these policies?
  4. Which focus and tools could be interesting ones to encourage triangular cooperation (South-South and Europe) about LED issues.
The session proceeds with a debate among participants and the drawing of final conclusions that lead to key consensus and action lines to promote a future cooperation network between African association of local authorities, African local authorities and Spanish local government (in the first instance and then open it to other members) on this issue.
