PRESENTATION OF THE SESSION

LEDNA is a UCLG Africa programme set up at the request of African mayors at Africities 4 in Nairobi. It aims to contribute to the strengthening of local authorities' capacities and practices in the field of LEDs. The mission of LEDNA is to support local authorities and countries that so wish in the acquisition of knowledge, the training of human resources, the development and implementation of LED programmes/projects. LEDNA's vision is: To make local economic development a vehicle for national economic development, poverty alleviation and the improvement of people's living conditions. On the basis of the findings of the first period (2009-2013), the following specific objectives have been agreed for the period 2014-2018: Facilitating the regional and national institutionalisation of LEDs (Regional Platform of Local Authorities, DODEL, Resource Sharing and L.C. funding instrument, etc.); Supporting the implementation of LED processes in local authorities and cross-border areas; Strengthening the institutional capacities of local authorities and national and local actors; - Develop and intensify information sharing between African LED stakeholders In accordance with LEDNA's institutional organisation, the Steering Committee is the guiding and steering body of the programme. It is representative of African local authorities and is composed of 5 mayors representing each of the five regions of Africa. The Steering Committee meets once a year and its mandate is to: steer the strategy of LEDNA; approve the annual work programme and annual budget; evaluate the work of the coordinator and his team; ensure relations with technical and financial partners. The annual meeting of the Steering Committee is held after the meeting of the Advisory Council, whose role is to examine the strategy, operation and implementation of LEDNA activities in order to make recommendations to inform the work of the Steering Committee.

  3. (30 minutes): Reaction of the members of the steering committee, in particular on the conditions of implementation and the constraints encountered.
  4. (60 minutes): Discussion with participants on the implementation of the program and the constraints encountered
  5. Conclusion (30 minutes): Responses to questions raised, recommendations on the implementation of LEDNA activities; adoption of the 2018 activity reports and 2019 work plan
