PRESENTATION OF THE SESSION

Despite decades of experience in implementing decentralization policies in African countries, the issue of financing remains a concern for virtually all local authorities on the continent, starting with the very knowledge of the state of local finances. Experience shows that financial data from local authorities are not regularly collected. In addition, the use of different accounting classifications, linked in particular to administrative practices inherited from colonization, makes it particularly difficult to compare financial management performance between countries and between local authorities. It is with a view to meeting these expectations that UCLG Africa has undertaken to develop an African Observatory of Local Finance. The session aims to formalize relations with national institutions that centralize local financial data in order to improve the coverage of countries and local authorities concerned by the activities of the Local Finance Observatory.
